Millville Transportation Company Reaches $1M+ Settlement with State Over False Billing

A Millville-based company, Traveler’s Transit, has agreed to a $1 million payout in a case now known as the Traveler’s Transit MassHealth settlement, following claims that it defrauded state-run programs including MassHealth and the Department of Developmental Services.

The Massachusetts Attorney General’s Office announced this week that Traveler’s Transit, Inc., a provider of non-emergency medical transportation, broke multiple contract terms while working with MassHealth and the Department of Developmental Services (DDS).

According to the AG’s official press release, the company:

  • Billed for rides that were canceled or never happened,
  • Combined passenger trips without authorization, and
  • Failed to provide onboard monitors that were contractually required to ensure rider safety.

The violations occurred between 2023 and 2024 and impacted service routes in Worcester and Bristol Counties.

How the Settlement Came to Light

According to the Attorney General’s Office, Traveler’s Transit’s conduct violated multiple state and federal laws. The allegations were first brought forward through a federal whistleblower lawsuit filed in Massachusetts, which triggered further investigation by the AG’s Medicaid Fraud and False Claims Divisions.

When companies violate our laws and defraud crucial state programs, taxpayer-funded resources are wasted, and the integrity of our public programs are put at risk,” said Massachusetts Attorney General Andrea Campbell in the official press release.

State Settlement Terms in Traveler’s Transit MassHealth Settlement

Under the terms of the settlement:

  • Traveler’s Transit will pay $1.045M in restitution.
  • The Traveler’s Transit MassHealth settlement also includes a three-year compliance program

The AG’s Medicaid Fraud and False Claims Divisions handled the investigation and settlement. Under the Traveler’s Transit MassHealth settlement, no criminal charges were filed

AG: Accountability for Public Services

Attorney General Andrea Campbell emphasized that companies working with public funds must follow the rules.

This settlement will ensure compliance with laws that enable our state programs to serve the millions of residents who depend on them,” Campbell said.

The case is part of a broader effort by the AG’s office to investigate and hold transportation companies accountable for improper billing and unsafe practices. In the past year, other Massachusetts providers have faced similar enforcement actions, including criminal charges and settlements.

Traveler’s Transit is a contracted provider of non-emergency transportation for individuals with disabilities or medical needs who are enrolled in MassHealth or DDS programs. These services often involve wheelchair-accessible vans, group rides, and specially trained staff to assist passengers.
