Federal Street Sidewalk Project in Blackstone Secures $247K State Grant
Blackstone awarded funding to improve pedestrian safety near Hartnett Middle School, daycare, and assisted living facility
The Federal Street sidewalk project in Blackstone is officially moving forward, thanks to a $247,805.60 grant from MassDOT’s Shared Streets and Spaces Program. The funds will support the design and construction of new sidewalks along Federal Street, from Rocco Drive to Frederick W. Hartnett Middle School—an area that sees high foot traffic from students, residents of the nearby assisted living facility, and families with children at a local daycare.
This project was prioritized after a town-wide walkthrough led by Police Chief Gregory Gilmore, DPW Superintendent Jimmy Sullivan, Selectman Mary Bulso, and the town’s engineering team at the BSC Group. Several high-need areas were identified, and Federal Street was specifically called out by Chief Gilmore as a critical safety concern, especially for pedestrians crossing at Rocco Drive.
Improving Safety and Access for All
The Federal Street sidewalk project is more than just a path to school. It includes plans for a flashing pedestrian crossing, enhancing safety for a broad range of residents—including children, seniors, and those walking to and from nearby community services. The area is known for its vehicle congestion, especially during school hours, and this upgrade aims to make walking in the area safer and more accessible.

Local and State Partnership
The project is funded through a combination of state and local resources. In May 2025, Blackstone voters approved Article 15 at the Annual Town Meeting, allocating $300,000 for road and sidewalk work—including this portion of Federal Street. That local match made the town eligible for state grant consideration.
Behind the Grant: Planning and Participation
Selectman Mary Bulso, who helped identify the grant opportunity, emphasized the importance of early communication, relationship-building, and community support in making projects like this possible. She actively participates in organizations like the Central Massachusetts Regional Planning Commission, the Blackstone Valley Chamber of Commerce, and a regional trail and infrastructure working group, which includes MassDOT and other stakeholders.
“Networking plays a critical role in securing grants,” she shared. “It’s important to communicate your goals early and build support—long before any vote takes place.”
Bulso added that she takes part in conferences and training opportunities to stay current on funding sources and trends—approaching her committee work with a focus on progress, not just participation.
What’s Next for the Federal Street Sidewalk Project?
The town will begin contract work with MassDOT this summer, with a Notice to Proceed expected by August 1, 2025. All construction for the Federal Street sidewalk project in relation to the grant (from Rocco to the School) must be completed by December 31, 2027. Work will be funded through reimbursements once construction begins.
